Illegal Dumping In Our Neighborhood PDF Print E-mail
Friday, July 30, 2010

Motorists and pedestrians in Makiki/Tantalus and Punchbowl have often seen furniture and appliances that departing residents have left on the streets for bulky item pick-up by the City's Department of Environmental Services. Effective January 1, 2011, bulky items left at curbsides prematurely (prior to scheduled pick-up dates) will subject offending property owners to fines of $250.00 per day (Bill 78, signed into law on August 30, 2010).

In May 2010, area legislators Senator Carol Fukunaga and Representative Della Au Belatti worked to tackle an ongoing illegal green waste problem in the Round Top Drive area. Since the illegally dumped green waste was becoming a safety concern for passing motorists and an eye-sore for area residents, the two offices hauled the maximum truckloads of green waste acceptable (for non-commercial haulers) to the City's green waste dumpsites at Kapaa Transfer Station and Waimanalo Convenience Center.

Unfortunately, because the remaining green waste exceeded fifty bags, the City's Department of Facilities Management was asked to remove the green waste from the respective block on Round Top Drive. Area legislators also contacted neighboring residents to seek their assistance in reporting future illegal dumping to the City's Honolulu Police Department or Department of Environmental Services for investigation/enforcement.

In August, 2010, the City & County of Honolulu posted "No Dumping" signs at this site.

Section 9-5.1 of Revised Ordinances of Honolulu (ROH) provides penalties of up to $500.00 or imprisonment for a period of not exceeding 90 days, or both, for individuals or companies that dump illegally. Section 9-5.2 also gives the court authority to revoke a license or permit if that person is found to be violation of dumping laws, as outlined in ROH.
