An April 2010 briefing was held on the Papakolea Master Plan for Stevenson Middle/Lincoln Elementary Ohana and their neighbors to learn about projects proposed by Papakolea homestead communities next to Stevenson Middle School (Department of Hawaiian Home Lands, or DHHL, has a total of 183 acres in the region, 89 acres are used for homesteading and 94 acres are designated for community use or conservation). DHHL Chairman Kaulana Park, his staff, and members of the Papakolea Community Development Corporation provided an update to the community on the Papakolea Master Plan.

Long-range DHHL Development Plans for Papakolea Communities
During 2009, the State Department of Hawaiian Homelands (DHHL) and Papakolea communities (Papakolea, Kewalo and Kalawahine) worked to develop a Regional Master Plan to address aging infrastructure and community facility needs of the three communities. The regional plan was adopted by DHHL's board in December 2009.

The Senate draft of the 2010 supplemental budget (Act 180, SLH 2010) included an appropriation of $4 million for plans and designs for two Native Hawaiian Education and Community Centers, one of which was to be located in Papakolea. While the final version of Act 180 did not include this appropriation, the Papakolea master plan and Stevenson Middle School's recent funding and master plans provide an opportunity for DHHL, Stevenson Middle School and Lincoln School to collaborate to meet 21st Century needs of the broader community.

Act 180 also includes amended project descriptions for two Stevenson Middle School restoration projects developed through the school's master planning process in 2008-2009. Project descriptions for the Multipurpose Recreational Facility and Multipurpose Educational Facilities now include page 261 from HB 2200, CD1.
